But it is wrong to think we can do it alone or from the front.

All political parties of all persuasions are geared towards how they would ideally spend tax revenues. Realism hits when in power and ideals get parked until out of power.
Nature will lead the way clearing the path with fires, floods & viruses & Capitalism will follow because Green is where the money is. Sometime after, communism and dictatorships will notice this boat has sailed and also follow.
