The EU has a policy like this: since there are no vaccines around to vaccine everybody, we will deal with the vaccines centrally and distribute to the higher risk zone like Italy at the moment first.
I know that this concept is far too difficult for a united country like UK.
The EU is made of independent Countries not vassals like in UK of course.

The Uk has often done its own thing in EU, eg no Euro, not in the Schengen area, have own medical approval procedures independent of EU one, didn’t join EU vaccine supply system etc. We could deal same way with the vaccines irrespective of being in the EU or not. Brexit didn’t actually change anything in that regards and we had already started our vaccine distribution before we left the EU

Regardless of the UK/EU arguments, they've let every member state down. Which is why some are resorting to obtain vaccines from Russia and China.

Our vaccine procurement would be no different if we were still in the EU because it is related to the capacity of our fine Biotech industry, much of it supported by international scientists and cooperation. Science was 90% in favour of remain because of how our EU partnerships have contributed to the advancement of UK science, not least Biotech. That is now compromised.

He did not say that the EU did not block vaccine exports. He said that the EU was an active exporter of vaccines, which is not the same thing. The policy agreed between the EU27 is that they may choose to block exports to developed nations (note: "developed") where the company has an unfulfilled contractual obligation within the EU. That is what Italy, the sovereign state in the EU, has just done.

As per contract they signed, vaccine makers must fulfill their obligations with the member state before exporting vaccines made in that state.

It seems you've misunderstood the point. Any country could secure an order of vaccines from a production facility in the UK. There is no law or barrier to that. The UK was keen to source vaccines ASAP, whether made overseas or, if made in the UK the UK govt would facilitate. The EU required that all vaccines for the EU are made in the EU. They haven't. Israel's population is 9.5 million. You're looking at vaccinations per 100k people. Not overall vaccinations. China and the US have vaccinated more than the UK but because their pops are so big, its a small number per 100k people

EU once again trying to promote their own narrative to desperately try and dig themselves out of their own mess.
Tried dictating and had to backtrack quickly when found out, so now it's false narratives.
We've seen the EU's commission's true colours (not the general people, who are on the whole quite a nice lot).
