Hammond is a member of House of Lords. UK has a bicameral legislature (HoC, HoL). So members of the HoL actively participate in the making of law in the UK. Hence he has a role & a right to comment.

Permanently link personal tax allowance to min wage & avg hrs = £16,777.28 (£8.72 x 37 x 52 = £16,777.28). Lift those on min wage out of income tax (boosting disposable income/spending/the economy) & extend to additional rate payers (they dont get a personal allowance at moment)
