It's simple economic theory. It's called Marginal Propensity. Those on low incomes eg benefits, are more likely to spend any extra money they get as they need to buy things to get by. Those on higher incomes eg merchant bankers are more likely to save any extra income as they don't need to buy. So it makes sense to help those on lower incomes as they'll buy things. This is what Sunak wants.
