the way i understand this is that an item online in britain is say £60 with VAT included, may only be £50 from a EU country. However on arrival at an entry point, the item is held until VAT is paid, in this case £10, making the item the same price. However the EU country / business did not need to make this clear and so quite rightly could advertise it cheaper.
