No; it's the same situation as Newcastle call off against Villa. There's plenty of time for the fame to be re-!arranged, unlike the Orient vs Tottenham (cup) match which had to be played within a defined schedule (& no guarantee 'Spuds would have won it anyway !)

Definitely. This was the case in the Europa qualifying, where the tie was forfeited if a game could not be fulfilled by one of the teams. Plus Spurs got a bye vs Orient in the League Cup for the same reason.
BUT they won't as the FA are much too scared of going up against a club with their money.

City didn't cheat. They just got positive results. It's like me asking you what speed you were doing between the speed cameras, even when you are doing 30mph at the camera. Speed limit only applies when you need to brake for the camera.
